1. EPR Core Obligations for Skincare OEMs
As key participants in the supply chain, skincare OEMs bear joint EPR responsibilities with brands, including EPR registration in each EU member state, regular reporting of packaging data, and payment of ecological contribution fees. Non-EU OEMs must appoint an EU Authorized Representative to fulfill these obligations on their behalf, ensuring compliance with EU Market Surveillance Regulation (EU) 2019/1020.

Failure to meet EU EPR requirements may result in severe consequences, including customs detention, product removal from shelves, high fines (based on sales volume or non-compliant packaging weight), and long-term market access restrictions. 1. Sustainable Packaging Design
OEMs must adopt eco-friendly packaging: limit excessive packaging (empty space ≤40% from 2030), prohibit certain single-use plastic packaging (e.g., mini hotel toiletries) from 2030, and ensure all packaging is recyclable (recyclable content ≥70% from 2030). Reusable packaging solutions are also encouraged to meet PPWR’s reuse targets.
2. Packaging Labeling Standards
Packaging must be labeled with material composition (within 42 months of PPWR entry into force) and a QR code for reuse/collection information (within 48 months). Cosmetic packaging with nano-materials or fluoride must also meet additional labeling requirements under (EC) No.1223/2009.
